I am 38 and for the last year or so my face has been turning a bright red along the forehead, nose and cheeks. Sometimes my whole face looks sunburned. While this is happening I feel like there is something tied tight around my neck, cutting off everything to my head. Are these serious symptoms or what?

This is called "vasomotor instability" and often happens as part of the peri-menopausal syndrome. You are a little young for that, but not unheard-of-young. You may want to see an endocrinologist for an evaluation of what can be done to arrive at a definitive diagnosis. There may be something else upsetting your hormone balance. I suggest you have it checked out.
