Are there any current breakthroughs including herbs, cream treatments, vitamins, etc. for my 23 year old son who was diagnosed with vitiligo at age 9.

Vitiligo is marked by the destruction of melanocytes (pigment-producing cells) which causes a patchy decrease in pigmentation of the skin and is in turn caused in a roundabout way by the immune system not functioning correctly in relationship to, probably, an otherwise harmless virus. Photoluminescent therapy has a good reputation in this area for stopping further progression, although the damage which is done will remain. He should also be checked for hypochlorhydria which can play a role.
